Labour Market Policy Studies
A. Content Description
The lectures in “Labour Market Policy Studies” address the issues of the maybe most relevant topic for the development of the Kosovan economy and the Kosovan society - the Kosovan labour market and its extreme high unemployment. The lectures aim at introducing the topic “Labour, Employment and Unemployment” under an interdisciplinary approach – involving a political, sociological and economical perspective - on a theoretical as well as on a practical respectively applied level. The general approach sets a more descriptive-analytical and institutional rather than an econometrical focus.
B. Structure and Target Groups
The lectures in “Labour Market Policy Studies” are divided into two modules - over two semesters with each 15-17 lectures of two hours, whereas the module “Introduction to Labour Market Policy Studies” is followed by the module “Advanced Labour Market Policy Studies”. According to its interdisciplinary approach, the target group of the lectures in “Labour Market Policy Studies” consists of students aiming to achieve a graduate or post-graduate degree of several faculties and specialisations, as there are in particular the political science, social science and sociology, economics, business and public administration, law, history, psychology, geography and journalism.
C. Methodology
The lectures in “Labour Market Policy Studies” will be held in English as the main working language. The participation requires a low-advanced, “good” intermediate level to communicate in English as well as the willingness of the students to permanently improve the according language skills. Each Lecture will contain a specific language-vocabulary component at its end. The general methodology of the lectures will be students-centred. Students are obliged to contribute
- (to) a PowerPoint presentation and - a lecture protocol within a working group - as well as to deliver a scientific working paper based on individual efforts. Each “standard” lecture consists of eight components: | | 1) Labour Market News – Press review

Referring to the mentioned practical and applied approach of the lectures in “Labour Market Policy Studies”, variations are foreseen concerning external presentations of different representatives of the various Kosovan labour market institutions and stakeholders – which will be involved - such as the Department of Labour and Employment, the Regional Employment Centre, the Labour Unions, the Chamber of Commerce, the Ministry of Trade and Industry, the Statistical Office of Kosovo, EU, GTZ, ILO, IMF, IOM, UNDP, UN and World Bank).

1. Lecture: Introduction / Work Plan 1.1. General introduction and motivation of the topic “Labour Market”: The interdisciplinary approach. Short overview of the labour market institutions, the labour unions, the chambers, the Ministry of Labour and Social Welfare, the process of “social dialogue”, collective agreements, labour law and employment promotion law. 1.2. First Definitions according to ILO, OECD and Euro Stat: Labour, working-age population, employment, under-employment, unemployment, labour force, participation rate, employment rate, unemployment rate. 1.3. F. Final Notes and Outlook
The above shown proposal for lectures in “Labour Market Policy Studies” aims to be integrated in the credit system of Kosovan universities and faculties. Although employment and unemployment is seen as a major issue for the development of the Kosovan society, it is hardly or not present as an emphasised topic on the level of tertiary education and university lectures. Local expertise on unemployment and employment promotion is very limited or still in a stage of development.
A repeatedly visible symptom on this are the many misunderstandings, wrong used definitions and false interpretations and explanations, regarding articles of the local press as well as statements and reports of local authorities, institutions and stakeholders (but also regarding the international level). The lectures in “Labour Market Policy Studies” intend to address - and to contributing on reducing - this gap by promoting the according awareness within the future academic and intellectual elite of Kosovo, which most probably soon will represent the mentioned local press, authorities, institutions and stakeholders.
Regarding the concrete lectures, it is intended to support a certain motivation for the students of “Labour Market Policy Studies” by four components: 1) The lectures contribute to the general credit system of the student’s studies. 2) The most appropriate working papers of students will contribute to the development of an English-Albanian textbook on “Labour Market Policy Studies”. 3) Interested, skilled and enthusiastically engaged students - regarding the general topic of the lectures - will be supported regarding the participation in internship programmes of Kosovan governmental institutions or related Kosovo based local and international organisations. 4) The - according to the below shown grading scheme - most successful students of the module “advanced Labour Market Policy Studies” will be proposed for (short term) scholarships, stipends and internships at the International Training Centre of the International Labour Organisation (ILO) placed in Turin/Italy.
